Nigeria: vetting before exposure, and local talent
The Advertising Regulatory Council of Nigeria Act 2022 requires adverts to be approved by the Advertising Standards Panel before they are exposed to the public, and ARCON applies this to digital and social media adverts. Since 2022, ARCON has also banned foreign models and voice-over artists in adverts aimed at or shown in Nigeria. How that policy treats synthetic people and AI voices has not been tested. A generated cast that reads as foreign, or a synthetic voice standing in for Nigerian talent, invites scrutiny. Food, drug and cosmetic adverts also need clearance from NAFDAC.
Data protection across the region
Most major markets now have data protection laws that cover images and recordings of people. Nigeria's Data Protection Act 2023 is enforced by the Nigeria Data Protection Commission, whose General Application and Implementation Directive, issued in March 2025, sets out how the Act applies. Kenya's Data Protection Act 2019 is enforced by the Office of the Data Protection Commissioner, which registers data controllers and processors. Ghana still applies its Data Protection Act 2012 while new data protection legislation is drafted, and Uganda, Tanzania and Rwanda have their own laws. Transfers of personal data abroad are restricted in several of these countries, which matters for cloud tools that process recordings. Get written consent for any real face or voice, and record where the files are held.
English, French, Swahili and many more
English carries national campaigns in Nigeria, Ghana and Kenya, and French in much of West Africa, but reach and warmth come from local languages. Nigeria adds Hausa, Yoruba, Igbo and Nigerian Pidgin; Ghana adds Twi, Ga and Ewe; Kiswahili is official in Kenya and Tanzania and widely used across East Africa, with Sheng in Nairobi's youth culture; Amharic, in its own script, leads in Ethiopia. Machine translation and synthetic voices are much weaker for most of these than for English or French, so budget for native writers and reviewers. Generated scenes also blur the region: Lagos danfo buses, Nairobi matatus and boda bodas are the kind of detail that tells audiences a brand actually looked.
Data-light formats, mobile money and creators
Most people browse on mid-range Android phones with prepaid data, so short, compressed video, strong still images and assets sized for WhatsApp status and groups travel furthest, and radio still reaches audiences digital misses. Mobile money, such as M-Pesa in Kenya and MTN MoMo in several markets, shapes offers and calls to action. Credibility comes from local creators in comedy, music and Nollywood-style storytelling, and synthetic personas rarely match it. Where ARCON vets adverts, what runs must be what was approved. Synthetic White's approvals keep an audit trail of which version was signed off, so the asset that reaches the platform is the one the regulator saw.
